Several Lumps Under Skin on Lower Legs?

My boyfriend, whom I have been with over 3 years now, has always had these bumps under his skin on his lower legs ever since i've known him. They come and go, sometimes they look bigger than other times. He says they don't itch, hurt, or bother him in any sort of way. He also has one big one on his arm, about the size of a quarter, which he had a doctor look at a long time ago and it was said to be a cyst. Are those little bumps in his legs cysts as well? Other than that he seems to be in very good health. He eats decent, works out a lot, doesn't smoke etc.

Could be cysts yes or varicose veins. The only way he will know is if he goes to see a DR. If they cause him no pain or restrictions and he has had them for a long time then I would not be too worried but better get them checked as better to be safe than sorry.
